Sheikh Mohammed Bin Rashid Announces UAE Cabinet Changes, Names Ahmed Al Sayegh as New Health Minister

Sheikh Mohammed bin Rashid Al Maktoum, the UAE’s Vice President, Prime Minister and Ruler of Dubai, announced a cabinet reshuffle on Monday. He appointed Ahmed Al Sayegh as the new Minister of Health and Prevention, according to state news agency WAM.

Cabinet change

The former Health Minister, AbdulRahman bin Mohamed Al Owais, will now serve as Minister of State for Federal National Council Affairs.

Sheikh Mohammed thanked Al Owais for his years of service and said he played a big role in improving the country’s healthcare system.

About the new minister

Ahmed Al Sayegh has been Minister of State at the Ministry of Foreign Affairs since 2018. He focused on economic and trade relations, especially with Asian countries and members of the Commonwealth of Independent States (CIS).

He also holds several important positions, including:

  • Board member and Executive Committee member at ADNOC

  • Board member of Abu Dhabi Fund for Development (ADFD)

  • Vice Chairman of Emirates Nature–WWF

  • Co-chair of the UAE-UK Business Council

In the past, he led major organisations such as Abu Dhabi Global Market (ADGM), Aldar Properties, Masdar, and held board roles at Etihad Airways, Mubadala, and First Gulf Bank.

Healthcare spending

The UAE is increasing its healthcare investments.

For 2025, the government has set aside $1.56 billion (AED 5.7 billion), which is 8% of the federal budget, for health and prevention services.

By 2029, healthcare spending is expected to reach $41.1 billion (AED 151 billion), growing at an average rate of 6.7% each year.
